Program Overview
The Heated Cat Shelter Program provides safe, weather-resistant, heated shelters to support managed feral cat colonies during cold weather. These shelters are intended to reduce exposure-related illness, injury, and mortality while supporting responsible colony care and humane population management.
This program prioritizes colonies that are actively managed, including participation in spay/neuter or Trap-Neuter-Return (TNR) efforts whenever possible.
Program Goals
- Provide warmth and protection for feral and free-roaming cats during winter months
- Reduce cold-related health risks and stress
- Support caregivers who are responsibly managing colonies
- Encourage humane, long-term colony stabilization through TNR
Eligibility Requirements
To qualify for a heated shelter, applicants must meet the following criteria:
- The cats are feral or free-roaming and not suited for indoor placement
- The colony is actively managed or the caregiver is willing to participate in spay/neuter or TNR efforts
- A safe, stable location is available for shelter placement
- Access to electricity is available at or near the shelter location
- The caregiver agrees to basic monitoring and care responsibilities
Shelter availability is dependent on funding, materials, and volunteer capacity.

Applications are reviewed to assess colony size, location safety, and electricity availability. - Site Evaluation (If Needed)
A brief site review may be conducted to confirm placement feasibility and power access. - Approval & Scheduling
Approved applicants are scheduled for shelter placement based on priority, weather conditions, and resource availability.
Electricity & Safety Requirements
- A reliable electrical source must be available for heated shelters
- All heating elements used are low-wattage, outdoor-rated, and designed for animal safety
- Extension cords must be weather-rated and properly secured
- Shelters must be placed in a dry, stable location, protected from flooding and heavy wind
If electricity is not available, non-heated insulated shelters may be offered when possible.
Caregiver Responsibilities
Participants agree to:
- Monitor shelters regularly for safety and cleanliness
- Provide food and water at a reasonable distance from the shelter
- Notify Nittany Valley Animal Rescue if issues arise
- Support spay/neuter or TNR efforts for the colony when feasible
Shelters remain the property of Nittany Valley Animal Rescue unless otherwise specified.
Program Limitations
- Shelter availability is limited
- Placement is prioritized for the most at-risk colonies
- Participation does not guarantee long-term colony support beyond shelter placement
- Shelters may be removed if safety concerns arise
