Trap-Neuter-Return (TNR) Program Overview
Nittany Valley Animal Rescue’s Trap-Neuter-Return (TNR) program is a humane, proven approach to managing and reducing the community cat population while improving the health and welfare of free-roaming cats.
Once a cat is humanely captured by a registered and trained volunteer, the animal is transported to our facility for temporary housing and care. Upon intake, each cat receives age-appropriate core vaccinations and a basic health screening to identify any immediate medical concerns. Cats remain safely housed in our care while awaiting the next available spay or neuter appointment with one of our partnering veterinary clinics.
When a surgical appointment becomes available, the cat is transported to the clinic for sterilization. This step is critical in preventing further litters, reducing nuisance behaviors such as fighting and spraying, and improving overall colony stability. Any additional medical needs identified during surgery are addressed when possible or referred for follow-up care.
Following the spay or neuter procedure, each cat returns to our facility for a minimum ten-day recovery and observation period. During this time, staff and volunteers monitor healing, appetite, behavior, and overall health to ensure the cat is fully stable before the next placement step.
After recovery, cats are evaluated individually for the most appropriate outcome:
Return: Cats that are unsocialized or best suited to outdoor life are returned to the exact location where they were trapped, ensuring continuity of territory and caretaker support.
Rehoming: Cats that demonstrate social behavior or adaptability are placed into one of our partner rehoming programs for adoption into suitable homes.
Through this structured and compassionate process, the TNR program reduces future intake pressure on shelters, improves public health, and allows cats to live healthier, safer lives—whether in managed outdoor environments or permanent homes.
